“It’s clearly targeted at the kinds of folks that we try to help every day…which is most of the people in New York to be honest.” Raúl  Carrillo is part of the New Economy Project, an economic justice not-for-profit. He says he was shocked by Bank of America no longer allowing fee-free checking accounts. “Banks have some special responsibilities toward the broader public. They’re very powerful institutions, and  there’s no reason that Bank of America should be punishing low-income New Yorkers.”
